What Does Sequestration Mean for Ad Land?

On Friday the latest doomsday threat out of Washington became a reality as automatic federal budget cuts, known as sequestration, went into effect. What effect that will have, we can’t be sure. The latest round of debates between Congress and the White House was full of rhetoric and classic “we said, they said” as politicians “discussed” what across-the-board cuts to government agencies and defense spending would mean for the average American. But for most of us – including those of us in the advertising industry – it is a “wait and see” situation, since we likely will not know the true impact of the cuts for a while.

Special Immigration Alert: The Effect of Sequestration on Immigration

Unless Congress acts quickly, the Budget Control Act, including those sections that mandate the budget cuts known as “sequestration,” will take effect on March 1, 2013. On February 14, 2013, Janet Napolitano, Secretary of the U.S. Department of Homeland Security (“DHS”), testified before the Senate Committee on Appropriations regarding the impact of sequestration on DHS’s activities. The DHS includes U.S. Citizenship and Immigration Services (“USCIS”), Customs and Border Protection (“CBP”), and Immigration Customs Enforcement (“ICE”)—the three agencies involved in various aspects of immigration application processing, foreign travel, and worksite enforcement. Thus, it is instructive to consider Secretary Napolitano’s remarks to prepare for the potential impact that sequestration might have on the immigration process and related immigration activities.

Over the next couple of days and weeks you can expect to hear a lot about sequestration.  Much like the “fiscal cliff” dominated news coverage at the end of last year – sequestration coverage will likely be ubiquitous on cable news outlets.  Given how high profile – and important – this issue is, we thought that a primer on sequestration might be helpful to you and your business.

What is sequestration?

Sequestration is the across the board budget cuts that are the product of the Budget Control Act of 2011.  Sequestration, which was insisted on by Jack Lew and the Obama administration as part of the Budget Control Act, was intended to be so draconian and so mindless that it would force the bipartisan, bicameral “super committee” to come to a deal on a deficit and debt reduction package.  Unfortunately, the super committee was unable to reach a deal and now we are facing the looming reality and uncertainty of the sequester.
