At the beginning of 2017 development of a bill amending the Russian Code of Administrative Offences (“CAO”) began. The CAO would be complemented with liability of companies, its officers and citizens for obstruction of inspectors of the Federal Antimonopoly Service of Russia (“FAS Russia”).
A short time ago FAS Russia faced difficulties during inspection of the Russian office of Lenovo on suspicion of involving in a cartel agreement. This induced FAS Russia to initiate the mentioned bill. As mass media widely reported, the FAS Russia inspector was not provided with access to the premises of Lenovo Moscow office. The FAS Russia inspector composed respective acts on this incident.
