No ato da lavratura do auto, a fiscalização alegou que a escrituração foi realizada em momento posterior ao devido, em desrespeito ao regime de competência. Não indicou, contudo, qual seria o período correto para o reconhecimento das despesas, ou apontou norma jurídica que sustentasse a alegaçã.
